PETITION TO MAKE IT COMPULSORY FOR PET OWNERS (NOT A REGISTERED BREEDERS) TO SPAY/NEUTER PET CATS AND DOGS

Malaysia is facing a crisis in the management of stray animals. Local Authorities that received complaints on strays that are considered pests, typically consider the easiest method of dealing with the strays and this often involves the drastic step of catching and killing these homeless animals. These measures often cause disputes between the local authorities and the animal lover community.

Animal Malaysia believes that one step towards proactively managing the stray population is to spay/neuter pet cats and dogs. Owners who fail to follow this regulation shall be liable of an offence and be punished with a fine. Owners may apply for exceptions to the spay/neuter requirements should the animal have health issues that prevent them from undergoing surgery. Any owner who chooses to not spay/neuter for the purpose of breeding, will be considered a breeder and will be required to apply for a breeder license as stipulated in the Animal Welfare Act 2015.

This petition is in a request to amend the Animal Welfare Act 2015 which is currently silent of the issue of spaying/neutering.  We believe that this step is critical in the initiative towards managing and ultimately reducing the stray population in Malaysia.

It is a comprehensive step to:-

  • 1- Control irresponsible breeding of animals which directly contributes to the increase of abandoning and dumping of cats and dogs in a growing stray population.
  • 2- To prevent neglect which could cause death of the stray animals by accidents or malicious acts
  • 3- To control the birth/breeding of cats and dogs which if left unchecked could cause the rapid spread of infectious diseases such as rabies and parvo.
  • 4- To reduce the risk of catching and killing stray animals by the various authorities

Animal Malaysia needs at least 1 million signatures by the Malaysians in support of making spaying/neutering as a mandatory requirement for all pet owners.
